Listen to this, and then ask "why would anyone listen to what this guy is saying now?"
Either he:
1. Paints the most positive picture to prevent worry - that's the most positive view you can put on this.
2. He is incompetent - IMO possible, but not so likely.
3. He does not really believe what he is saying, and purposely paints a false picture - I think that's usually called lying.
